2 questions :
1) Is that true ?
2) How do you know ?
Courses might not always available 'next door' ,but if one is really
interested and makes an effort, anybody can find a course and get a
licence
Once at Intermediate level the study for the Full Licence exam can be done
in private with or without help from a local amateur ; this even applies
for those living in the thinly populated Highlands of Scotland.
