Exactly.
So I think it's safe to assume that:
Cell broadcasts in the consumer form will only ever get added as a
value added service in the face of competition etc. In other words
assuming 2G/2.5G operators still want to hold on to customers even though
3G etc is available they might offer CB as free extra sto keep customers.
Once again it will probably be just simple stuff like lotto numbers,
headline news (remember the original text pages ?) or other stuff.
Or it will be offered as a public service broadcast (tsunami warnings,
Martian invaders etc).
In the UK it would probably take an OFCOM variation in the operators
licence to either force them or induce them to provide cell broadcast
warnings.
In other countries the economic or political models may vary requiring
different methods.
Out of interest I wonder if during the current Scottish floods of
yesterday,there would have been less loss of property and life and
lesds stranded persons on rooftops if a cell broadcast message wass
sent locally instead of hoping the local population all listened to
Trash FM or tv forecasts or relied upon litle blue men with megaphones
at 3am shouting at everyone to wake up 'cos of the flooding ?
