It all depends on the infra-structure ,including the location of the
mobile phone cell equipment. Are these all at a level NOT affected by
floods/excessive wx conditions ? They might be useful for very early
warning only.
In the USA amateur radio emergency networks are often essential as other
means of telecoms (including mobile phone cells) fail or are overloaded.
