RACES Officers and other interested parties,

The email below was sent to all EMA Directors yesterday. The Exercise Plan (ExPlan) is not attached to this posting, but is located in the "Files" section of this Yahoo Web Site. The ExPlan is a formal document describing the process in very general terms. A "Scenario and Player Instructions" guide will be coming out in a few days with more specifics about this July's IDHS RACES Drill. If you have questions, please address them to me on this site. It is likely others may have the same question.

EMA Directors and District RACES Representatives,

Please find attached the ExPlan for the July IDHS RACES Drill scheduled for Saturday July 27, 2013. This Drill is HSEEP compliant and the ID number is: 214-105-13-965. Participants who wish to count this event toward their EMPG Assessment will need to attend the After Action Conference in person or via conference call.

Many of the comments we received from the last drill indicated there was not enough for the teams to do in each county. This was planned as we felt certain the WebEOC part of the drill would be challenging for some members of the amateur radio teams.

With this drill and each subsequent drill, will be a little more challenging than the previous drill.

Changes to meet the participant's requests:

· Each county is requested to design an informal exercise within the county. Rather than creating a "one size fits all" exercise I am asking EMA Directors should work with their team to design an exercise which will be plausible for their county, inexpensive, and challenging for their team at their present skill level. This activity is not required and will not be evaluated by IDHS.

· All counties will enter information into WebEOC Mission and Tasks Board and all counties will pass information to another county to be entered into WebEOC.

In order for all counties to have an opportunity to utilize WebEOC, all counties will conduct activities of "light" and "dark" counties, which would not be the case in a real event.

In order to insure the information gets to the correct Amateurs in each county, I am asking EMA Directors to forward this information to the leader(s) of their team.

Details will follow this week.

Best regards,

Don West
