I had another look at your bulletin, Neil. The transceivers I own either
run from 13.8 VDC where high voltage doesn't come into the picture, or
else have integral 240VAC power supplies. These do not depend  on a plug
of any kind as the power leads are hard wired into the rig with an earth
securely connected to the metal chassis. Even if the earth broke off,
which is unlikely, the chassis is not live and it would take a short
circuit to earth somewhere in the power transformer for there to be any
danger to the operator. We would need two coincidences there and that is
not likely. I have not seen a transceiver operating off 240VAC which uses
a separate power supply for years. They are a thing of the past, and might
not even pass our safety standrads these days with earth leakage
protection now compulsory in this state.
