Recewntly I acquired a new computer and my interface program has set port 10 as the access port for ham programs.  My current copy of MMSSTV will only allow ports up to 8.  How can I install the program so it will accept my port 10?

You can't.

But there are two things you can do. Get the recent revision from the
MMHAMSOFT site or get scselect from this forum's download area. The former
allows more ports natively. The scselect solution acts as an add-on to
allow selecting more ports. But the MMSSTV you have, alone, can't do it
if you insist on no upgrade and no add-on.

The new version of MMSSTV was very recently announced. The scselect add-on
has been around for some time now.

I have version 1.12 and 8 is still the highesty port available.  Is there a later version?  I can not find a copy of sc_scan.  What I find is some type of media file and can not be opened.  Hate to be a problem but am still having problems.

I assume with a new computer all you have are USB ports.  I also  assume that you are using a USB to serial converter.  So here we go.
Right click on "My Computer" then at the bottom left click "Properties".  In "Properties" select "Device Manager".  Scroll down to the section on
"Ports".  You should see all your ports listed.  Double click on the one that you say the system selected and open it up.  I believe it is in the details section
you should be able to change the port to what you need.  That assumes that all you USB ports aren't full forcing the system the have to pick port 10.
Hope I didn't miss anything, if I did I know someone will jump in and straighten me out.

Soundcard select is fully documented and is available for download on the MM Hamsoft website. It should no longer be needed for MMTTY or MMSSTV if using the newest versions. It can still be used with MMVARI until an update is released.

Thanks for your reply. I did not know that TS-450 generates the CW side tone even in the SSB mode.

You might want to check out EXTFSK, which originally is designed for generating RTTY FSK signals, but allows you to select RTS or DTR for the MMSSTV PTT.
