Running XP SP2 I brought up the register editor.
Under search for maxconnectionsperserver you will find 2
lines regarding to that.
On the left side - or - using annother editor the H-Key will
show the settings belong to Users/current users.
The paths is : software/microsoft/windows/current
version/internet settings. From that I asumme it will be
just that : Maxconnectionsperserver. That will set the
multiple connects to an ISP. And with that of course
influence the up/download speeds/throughput. ( I use a
downloadprogramme which allows multiple connects. And
sometimes use different Browsers for multiple connects.)

I am using annother programm which determens these settings
in the act to streamline Internet connections. The values
have been set to higher ones than the defaults.
No working speed increase has been noted here. Only
influence on WEB connections as I would expect it to be so.

To change speed dramatically I would rather see a setting
changed in the BIOS setting. But these are system dependent,
what board and BIOS version would be run.
Inquire rather with your friend if that had been so.

Whichever NO Insult is intended. But of my own experience :
It is the fine art of asking questions in a way to leave
open a chance of once own error, accepting questions coming
back to the subject, and not to assume to much that things
are "Just SO".
