Hmmm.. that's wrong. It should show as unavailable. Withheld means somebody
is deliberately not allowing the number to be forwarded. Unavailable means
as it says.

Of course this is one of those "differences between theory and practice"
issues. Perhaps you should take the matter up with the your phone company?
