JANUARY STATEWIDE RACES ANNOUNCEMENT
SATURDAY JANUARY 15, 2011, 9 AM Eastern / 8 AM Central Time
Attention all Indiana EMA Directors and RACES Team Members
The Winter Statewide R.A.C.E.S. Test will be conducted on Saturday January
15, 2011 at 0900 to approximately 1000 Eastern Time (0800 to 0900 Central). These
guidelines are similar to the July 17, 2010 test with a few changes (See Changes,
below).
The format of the test will be a simulation of how initial contacts are made to and
from the State EOC via Amateur Radio in the event of a real emergency or disaster.
These test procedures will enable EMA Directors and their R.A.C.E.S. Amateur Radio
Operators to use whatever means they have available to communicate with the Indiana
State EOC utilizing the frequencies and modes listed below. County EMA Directors are
encouraged to have their County to check-in on as many frequencies and modes as
possible for the test.
Results will be posted on the State website. County EMA Directors are also
encouraged to engage a local net prior to the State Wide Test. When checking in during
the State Wide Test, please report the number of check-ins from your local nets, if any.
For test purposes only, please use the telephone as a last resort to check-in. Operators
are encouraged to use relays with other counties to insure checking in.
CHANGES – These changes are intended to create test practices that more
accurately reflect the anticipated disaster communications capabilities.
• Statewide VHF Net – This will be a Directed Net operation by IDHS Districts
(see the IDHS District Map). Because some counties are on Central Time the
roll call will be in the following order: District 3, 4, 5, 6, 7, 8, 9, 1, 2 and last,
District 10.
• Supplemental Information
o All EMA Directors are requested to provide the “Officialö call sign of their
Team prior to the test. All stations representing each county should use
the “Officialö call sign. Check-ins will be accepted and recorded from any
station representing any county, but only check-ins from the “Officialö
station will be counted as successful contacts for the county. If no
“Officialö call sign is provided by a county, then any station claiming to
represent that county will be counted.

Digital Modes
• Packet – IDHS maintains a Packet Station on at the State EOC on 145.05 MHz.
If you can reach this station, please connect to W9SEM-1 and leave a message.
• Olivia - 500/8 on 7085.0 kHz USB, with an audio center frequency of 750 Hz
(Please see http://hflink.com/olivia for more information on digital mode Olivia)
• PSK-31 - on 3580 kHz, USB Stream at 800Hz – No “code word’ will be issued.
VHF/UHF FM
• FM Simplex - 146.490z (relay through other counties if necessary). In an
emergency, IDHS would monitor 146.520 (National Calling Frequency) as well.
• Linked Repeater System - W9WIN Repeater System and other repeaters – This
will be a Directed Net operation by IDHS Districts (see the IDHS District Map).
Because some counties are on Central Time the roll call will be in the following
order: District 3, 4, 5, 6, 7, 8, 9, 1, 2 and last, District 10. NOTE: A listing of other
repeaters to be used is still being finalized at this time and will be distributed very
soon.
• IRLP/EchoLink – Net Control Station operation similar to W9WIN operation.
(See attached information for nodes and operation.)
MARS
Navy MARS will coordinate a net among all the MARS affiliates and report the results to
the RACES Net.
Non-Amateur Radio Modes

• WebEOC – If your RACES Team has access to WebEOC, please post to your

In the event there is a disaster in progress, this portion of the test will be
canceled.
Additional Participants
The State EOCs of the eight Central United States Earthquake Consortium (CUSEC)
and the Regional Operations Center of FEMA Regions IV, V, VI and VII have also been
invited to participate on HF. (CUSEC states – Alabama, Arkansas, Illinois, Indiana,
Kentucky, Mississippi, Missouri, and Tennessee.)
In addition, they have been invited to check-in in via MARS.
Addendum
IRLP/EchoLink
These modes will be on the IDHS Conference Bridge (which link to both IRLP and
EchoLink.

IRLP Nodes
The list of IRLP nodes is available at http://status.irlp.net/ Click on "all nodes" at the top,
then click on the "province" link at the top of the columns. That sorts the list by State.
Please check with your local repeater operator for specific directions to connect via
IRLP, as they can vary, and some repeater operators may not permit connections to
“Conference Bridgesö
EchoLink Nodes
I believe there is a similar function at http://www.echolink.org/ although with EchoLink, it
is somewhat more difficult to separate all the registered nodes (folks that have
downloaded the software) from those that are truly active. Looking for -R and -L
callsigns helps, but even many of those are not full time.
Again, please check with your local operator for details and permission to connect.
Net operation: This will not be a roll call net. The Net Control Operator (NCO) will call
for check-ins, listen for 3-5 call signs, acknowledge the call signs heard and then call
each one in order for their traffic; very similar to most nets on repeaters.

Please keep in mind that Amateur Radio Communications would be requested to
handle overflow message traffic or damage assessment including digital modes, helping
to prevent any communication shortfalls once the IDHS EOC has been notified of a
communication request. In the event of an emergency, the IDHS Ham Team will follow
the same procedures used in this State Wide Test.
