Yes, at the time that BBS-es ran on DOS a lot of BBS-es showed always the
same time. It was the time at they were started up.
Even now I see TstHost v1.43 messages with headers that say "UTC -5" for
The Netherlands, what never is the good time.
The callbook program I use (DOS prg, but runs OK under XP) states for the
time: Local Time 15:17; UTC 13:17. Wrong, it is 14:17.
There is no config file where this can be corrected as some DOS prg's have.
It was written in 1999, why the writer choosed for a time setting on the
screen I don't know, but he clearly had no idea about summer/winter time......
So I think that a lot of users don't have any idea or they are not
interested or they forget to change times......the last one will be the
real reason....
