Hello,
I asked my contact about the WARC. Here is his response and remember he
was there.

Australia went into WRC 03 with a no change position as far as 7 MHz was
concerned this included amateur and broadcasting and fixed and mobile.
At no stage during the WRC were Regions 1 and 3 separated in the discussion.
In the end Australia supported the extra 100 kc primary for
amateurs in both regions.
