IARU Region 3 Conference 2004

Representatives of 15 radio societies have begun the 13th triennial meeting 
of the International Radio Union Region 3 being held in Taipei and hosted by 
Taiwan's society CTARL.

During the opening ceremony, Tim Chen BV2A briefly explained the growth of 
amateur radio that began in 1983 with his callsign being the first and only 
for some time. Taiwan was put on the map with 12 DXpeditions in the period 
1983-88.

CTARL was formed in 1991 and in the following year gained IARU membership.

Tim BV2A said that the hosting of the IARU R3 conference was the realisation 
of a dream by CTARL, which warmly welcomed all who are attending.

The Director of the Taiwanese Dedicated Telecommunications Department, 
Kuo-Jen Tsai in a speech to officially open the conference praised the 
contributions being made by the CTARL, and amateur radio generally. 

Taiwan has 72,282 radio amateurs ranging in age from 12 to 88 years and the 
government recognised the contributions of CTARL in enthusiastically 
promoting amateur radio.

Mr Tsai referred to CTARL's support for Dxing, ARDFing, and the Amateur Radio 
Emergency Service (ARES).

In particular, he said the provision of emergency communications by radio 
amateurs "helped save lives during Taiwan's Typhoon Herb in 1996 and the 
earthquake of 1999. These efforts did make a remarkable contribution to our 
people."

After the traditional group photograph session, the conference began its 
agenda items hearing reports presented by most of the participating radio 
societies.

The conference then split into two working groups (WG) where the bulk of the 
agenda is to be discussed. WIA team members Neil Penfold VK6NE and Brenda 
Edmonds VK3KT are attending the Policy WG and Jim Linton VK3PC the Technical 
WG.

BrendaVK3KT is also chairing the conference's Editorial Committee, assisted 
by Jim VK3PC and Paul Anderson VR2BBC of HARTS.

At the end of the first day the CTARL hosted an evening banquet, where each 
country attending the conference sang a song of their choosing.
