Old bulls get sent around the network for various reasons.

If the BID gets changed then the new BIDs date is used.

If the original BID is used then it is checked against the list of received
BIDS held in the receiving BBS memory. This list is limited to size and date.
The reason that it is limited by date is that users often re-use the BIDs
that they used a year or so ago. If a record of these (very) old BIDs was
still on the BBS computer then the new bulls would be automatically rejected,
and this would be of no use to anyone (most of all the originator). Users
would then complain that their bulletins were being killed instead of being
sent around the network.

If a BBS has a hick-up, then old material may be resent. The BBS getting it
has no idea of the original date of the bulletin. The only details sent are:-
B or P
Callsign of the originator
"@" field
"to" field
BID/MID
Size.

The receiving BBS is usually set-up so that material over a certain age is
not sent any further, but it does not stop it being made available on the
BBS that just got it.

It's up to each BBS Sysop as to the time limits for cleaning out the BID-sent
list and the time limit for forwarding bulletins. At some BBSs these limits
may overlap and others may have a gap, but whatever it is if someone
re-issues a bulletin with a new BID then it will bypass the checks.

Yes, here on GB7DBY you may see an old bulletin again, but GB7DBY will not
send it out to other BBS unless it has an up-to-date BID on it.
