SkypeOut allows you to use your PC to talk to people who have a phone only.
You have to pay for this service. Currently it works out the same cost to
use SkypeOut to make long distance calls to my sister in France as is it
does just ringing her using the phone ! Probably because the dialling
service I use is using VOIP to get to the far destination just like Skype!
