I presume you were using the Telnet client that is available in Windooze.
In W98(SE) that one works indeed without a problem, but the one in 
W2000 is user unfriendly with the settings to get it working the same 
way as you were used to with W98. The one in XP is even VERY user 
unfriendly and you will simply not get it working anymore as in W98, 
as though you will get the local echt working initially, it does not 
work anymore if you are logged in to a system, like JNOS.
In W2000 you can set local echt permanent, but I haven't used it for 
eons now.

Get yourself a copy of PuTTY, which is a very good Telnet client which 
can also be used for secured (SSH) connections (port 22).
After working with PuTTY, I'm quite sure you will also not bother 
with the Telnet client in Windooze anymore.

Just type PuTTY in a search engine and it will take you there.
