The simplest way is to get a TV card for one of your computers.
Simply plug it in to a USB port and away you go.
Set it up to record whatever you want and it's all saved to disk.
Whatever folder you save the programs to, make that a shared folder and
then you can access it from anything on your LAN and stream the content
across.
You don't lose anything in quality, you should get it at the same digital
quality that it is broadcast at.
